Hinkley student's Impromptu speech nets $1,500

Hinkley High School student Rebecca Barnstien recently placed 3rd overall in the American Legion Oratorical Contest. Barnstien's impromptu speech on the U.S. Constitution earned her a $1500 scholarship for college and an alternate position at the state level competition - which could net her more scholarship money.
