Library board gives nod to put mill levy on ballot

The Douglas County Libraries Board of Trustees voted unanimously Aug. 21 to place a proposal on the November ballot, again asking voters for a mill levy increase to fund construction of new libraries.
A similar ballot measure was voted down in 2007 by just 210 votes out of 42,000 total ballots cast. However, the new proposal asks for an increase of 1 mill instead of 1.25 mills.
One mill is $7.96 per year on each $100,000 of home value.
After the 2007 proposal failed, the library went to the public for feedback, said
Jamie LaRue
, director of Douglas County Libraries.
"What we heard overwhelmingly was concern about the economy," LaRue said. "We want people to know we heard them."
In addition to whittling the amount down to 1 mill, the new proposal contains a sunset clause, which means
0.4 mills will be retired when the building projects are paid for, in about 20 years, LaRue said.
The increased revenue would go toward construction of a new library in Parker at Mainstreet and Pine, a neighborhood library in Castle Pines at Castle Pines Parkway and Monarch Boulevard and new library in Lone Tree south of Lincoln and southeast of the Super Target on Commons Street.
The land in Parker and Lone Tree has been donated to the library. If the proposal fails, the offer of free land in Lone Tree will be withdrawn by the developer, LaRue said.
Funds would also go toward renovations at the Castle Rock and Highlands Ranch libraries.
"Our hope is that we can continue to serve the entire county at the level we've become accustomed to," said

, board president, during the meeting.
