New rules restrict door-to-door solicitation

The Town of Castle Rock has new rules regarding door-to-door solicitation, and it needs your help enforcing them.

The rules, which take effect Thursday, May 8, require a person from a commercial business who is going door-to-door to sell goods or services or soliciting donations to obtain a license each year from the Town. The rules also limit the hours during which solicitors can visit homes and allow residents to put their addresses on a No Knock list to restrict solicitors' visits.

Nonprofit groups, such as school and scout groups, are not required to register, nor or canvassers. However, all persons going door-to-door for any purpose must comply with the restrictions on hours and abide by the No Knock list. Copies of the list are available through the Town Clerk's Office.

Solicitors will have to pass a background check before being issued a license, known as a Certificate of Registration. The certificate will include the licensee's name, photograph, company name, expiration date and the Town seal. Please ask to see this when someone comes to your door.

Under the new ordinance, solicitation only is allowed between 9 a.m. and 7 p.m. Solicitors working outside those hours are in violation of Town code. In addition, solicitors are prohibited from knocking at addresses that are on the No Knock list or on doors where "No Solicitation" notices are posted.

If a solicitor shows up at your door without a license, outside the allowed hours or in conflict with your No Knock status, call the Town's Police Dispatch Center, 303-663-6100. Dispatch can send an officer to investigate if needed.

To have your address added to the No Knock list, contact Town Clerk Sally Misare at 303-660-1367 or smisare@CRgov.com. You'll need to give your name, address, subdivision and phone number. Names and phone numbers are for record-keeping purposes and will not be released. Residents must renew their No Knock requests at the beginning of each calendar year.

Those wanting to apply for a Certificate of Registration should visit the Town Clerk's Office on the second floor of Town Hall, 100 N. Wilcox St. There's a $35 fee, and applicants will need to bring two recent 2-by-2-inch photographs to include with their applications, which can take up to three days to process.
