Castle Rock town councilwoman
Katie Kruger
is seeking to remove any local HOA restrictions that prohibit the use of clotheslines and solar panels.
Kruger, who represents a portion of The Meadows subdivision, will present the idea to council tonight, Jan. 15, at a regularly scheduled town meeting. She believes promoting the use of clotheslines could help cut down on energy use.
"I have a vested interest in the outcome of such legislation since I use a collapsible clothesline in my backyard even though The Meadows Community Association covenants prohibit such devices," she wrote in a memorandum to town council.
Kruger also is presenting a proposal that would require HOAs in Castle Rock to allow for the addition of solar panels on roofs, adding that the federal government offers a $2,000 rebate for homeowners who install solar panels.
"I believe there is an overriding public good in using clotheslines and solar panels since both result in decreased greenhouse gas emissions," she wrote.
Kruger also is working on a measure that would encourage the use of canvas grocery bags by placing a tax on plastic bags at grocery stores and recently successfully introduced a resolution that restricts council from using disposable plastic bottles and cups at meetings.

THANK YOU! 1.5 million tons of plastic are used to make bottles every year, a waste that could instead power electricity in 250,000 homes. SOLAR PANELS should be a required option on ALL new home sales too! We NEED to make these changes welcome if we are going to make change. I was told at the grocery store the other day that my canvas bags were a pain. The clerks need to be encouraging people to use them!! Thanks again. We're with you all the way!

Finally someone with a clue! Bottled water wastes millions of gallons of fuel in transportation and bottle manufacturing every year. If everyone switched to a clothesline (I have) we could save thousands of tons of coal and natural gas every year. I live in a townhouse and am looking into solar panels on my roof as well. I hope she gets it passed.
