Meet your candidate: Tom Rupert

Tom Rupert is a candidate for Castle Rock Town Council in District 4. YourHub.com asked him to respond to a questionnaire about his interests and local issues.

My name: Tom Rupert

Age: 59

My family: Married for 15 years to Anne Walker, 4 children, 4 grandchildren.
Education: Graduate of Regis High School, BS Engineering Physics, Colorado School of Mines, MBA from Creighton University, CFP certificant

What I do: For the past 25 years, I have been involved with an investment banking firm specializing in municipal finance utilizing tax-exempt bonds for various communities throughout Colorado and the nation. This includes being a part of the financing team that did the Red Hawk golf course in Castle Rock in the mid 1990s. I also provide investment advice for various clients through the firm.

My favorite place in town to hang out: This would probably be the cul de sac where we live surrounded by great neighbors. We also like to take walks through the neighborhood, and the Castle Rock shops on nice days.

What I like most about living here: I like the warm, friendly, family value oriented community that is Castle Rock. The climate and the views have lured me as a Colorado resident for over 40 years, a Douglas county resident for 12.

My interests and hobbies: Golf, gardening, reading good mysteries and financial books.

My favorite thing to cook: Steak on the grill. Actually, I like to cook most anything but desserts.

People who inspired me (and how): There are a number of influential people, but I will pick a professor from college in the math department (Eugene "Red" Woolsey) who always suggested to think first, don't make things more complex than they should be. When making decisions, use the tools and information you have, don't wish for more information or wait for more tools to arrive.

How I have contributed to the community: Aside from providing financial services for projects that have benefited society and the community, I have served on the Castle Highlands HOA board for the past 3 years (President in 2007). Prior to that, I served on the Fairways 39 HOA in Lone Tree, and was a HOA member of a committee comprised of representatives from other HOAs, the City of Lone Tree and the developers of Ridgegate working on community concerns and suggestions for that development (Target store).

The biggest issues facing Castle Rock now:
In ORDER:

1. Adequate water supplies for the current residents of the Town must be assured; future growth must bring additional water resources. Renewable water supply is an avenue the Town is pursuing, and I would encourage that continuation and increased efforts. The peak water use is in the summer, the peak precipitation is in the winter. Storage of the water is critical for renewable supplies.

2. Adequate transportation corridors in the Town are also important. Currently, I-25 splits the Town. There are now two main ways to get into Castle Rock, Meadows/Founders interchange and the Wolfensberger interchange. The area north of the Meadows/Founders interchange is in need of another access to I-25, but various impediments make this difficult. There will be a new interchange at Plum Creek Parkway and the Coachline extension in the south that would help congestion on Wilcox. However, with the new hospital coming, I would envision a widening of Prairie Hawk to take pressure off residential neighborhoods and provide access to the hospital and its surrounding development from the south and southeast corridors.

3. Crime prevention is a key consideration. Town residents must be safe to raise families and enjoy the community benefits of the Town of Castle Rock. Graffiti should not be an acceptable expression of the community; it promotes a lack of respect for others and should not be tolerated. Keep the pride alive.

Why I am running: I believe that I can add significant experience from a municipal finance perspective, as well as more general experience on what other communities have done facing similar challenges. I am interested in serving to improve the community quality of life and preserving the community spirit that attracted us here.
