Law-breakers should pay for crime

In the YourHub.com, March 30 paper, under Crime reported by Castle Rock Police: "The manager of a gas station told police that a woman pumped $29.14 in gas into her car and drove off without paying...The manager gave the police the license plate number and the police located the owner and advised her she had until 4 p.m. to pay for the gas or she would be issued a summons..." On each gas pump there is a sign... If you drive off without paying, your license will be taken away....It didn't say on your second or third time. If there is a law on the books, why not apply them. This is why people do what they do. How many chances are you going to give them? Whoever the registered owner is, they are responsible for everything that happens when it is on the public road. If they committed a crime and no penalty, why not do it again?
