Traffic light triggers

A couple of years ago (three to four) the traffic lights in Evergreen had triggers (sensors) in the pavement just before each intersection.

Then they put (what looks like) little video cameras on top of the traffic light poles facing the traffic to trigger the traffic lights.

Now I notice that they are drilling the pavement and putting the triggers back in the pavement. My question is "Why is this being done?"

Does the video camera method not work as well?
