Update - Jefferson County Internal Audit
The Board of County Commissioners unanimously passed my resolution to contract with an outside firm to perfom the internal audit function for Jefferson County at its April 28th Staff Briefing. It is on the agenda for the full Board meeting on May 5th, and I expect it to pass there as well. (I am out of state at a family funeral and will not be there, but trust my fellow Commissioners will provide the same support they did in the staff briefing.) The resolution specifically provided that the audit contract includes: an annual procurement card audit, and the investigation of any complaints of fraud or financial mismanagement that would be reported through either the County's My Safe Workplace program or other avenues, and a bi-annual audit of the Human Services Business Office to include controls over all cash, and near cash (i.e., food gift certificates, gas vouchers, etc.), and the completion of an annual risk assessment to determine the priority for additional internal audits to be undertaken.
This resolution was arrived at after several meetings with our Audit Committee. The outside firm hired will report to the Audit Committee, rather than the Board of County Commissioners. This should provide increased independence from politically motivated interference, something I determined was a continued risk with a staff internal auditor who reports directly to the Board of County Commissioners.
