Highlights of the special meeting - GVR Metro

The GVR Metro District had a meeting on 6/11/08 to discuss some pending actions in regards to the GVR Community Center. Here are some of the highlights of that meeting:

The main purpose of the meeting was to inform the community (Again - This information had been provided back in 2007) that the GVR Metro District was discussing taking legal action on a local metal building supply company who had been contracted to provide steel for the proposed GVR Community Center. The reason for the lawsuit is there has been a breach in the contract, and the company is refusing to refund GVR $150,000 in money owed to the GVR Metro District. Details of the possible lawsuit were not available due to the sensitive nature of the pending action. The board was holding discussions on what action they should be taking. It's this author's opinion that the GVR Metro Board needs to pursue the company to regain the $150,000 dollars owed to the community.

The other part of the meeting was opened up to community discussion, the topic quickly turned into what is the GVR Metro Districts policy and direction for the new GVR Community Center. The 4 new board members quickly stated that there will be no action (Either building or canceling at this time) as they need more time to examine the books, get a working knowledge of how the Metro District works, and get a feel for what the community wants.

Several members of the community spoke against the building of the community center, as they feel it was voted on a few years ago and turned down and they fear it will cost too much money. Their alternatives were to either refund the money to the home owners or do "Something Else" with the money, although they could not pinpoint one idea that would be a benefit to the community.

There were however more community members who spoke up in favor of the community center, pointing out that with a community center in place it will give the homeowners even more possibilities in their neighborhood, as well as be a benefit to the community. This author has talked with several neighbors and they have expressed an interested in such a center for either renting it to host a party, or to attend activates that would be held there. If you look at some of the other great communities around Denver you will find most of them have at least one community center at it's core (Highlands Ranch comes to mind), and just doing a search for Community Centers in the Denver Metro area pull up hundreds of things to see and do, that would enrich the community as a whole.

If I knew the cost/ future cost (mils of tax) and fair estimate of its contribution to the local economy and property values, I may well favor the community center. The Metro District web site is the ideal place to communicate all the facts, Pros and cons. It is the apparent secrecy/ lack of communication that concerns me. If multi use of school buildings is out , why couldn't they make an addition to the recreation center? Seems to me an addition to an existing building would be more economical than a new stand alone building. I think it strange they want to put it over in one corner rather than a more central spot. Perhaps a central location would make it more favorable to the majority? I encourage all G.V. Ranchers to demand that the directors publish the facts and their rational behind their decisions and then bring the community center issue up as a referendum. Now and then it is kind of hard to tell but don’t we still live in a democracy.

The funding, at least from last year's meetings and info/budgets would have come from some investments that the GVRMD had as well as money paid to them by Oakwood Homes, there has been no new taxes raised for the building of this center, the raise in Taxes was Ballot Measure 5A which did away with the HOA due and funded the Green/Common Areas, which HAD to be assumed by someone (There was no choice in that matter, it was in the Master Declaration back in 1983 which we all bought into when moving to GVR)

As for Churches - That has been a concern of mine for MANY years here in GVR. There are no physical Churches here... they are run out of the schools and the recreation center (Which is owned by The City of Denver), so the Church route is out. I don't know an exact number, but it seems there is a few of us who would like to see a center built because it would put something SOUTH of Green Valley Ranch Blvd (Formally 48th Ave.), there is enough kids/seniors that would benefit from programs that the City of Denver doesn't offer here, and we would have a decent Cop Shop in the neighborhood now...

From my understanding Mark - The building you are referring to (Which currently houses the GVRMD) was intended to be both - but due to some zoning violation (And or the City of Denver, NOT allowing this type of facility in that building) they had to stop renting it.

When I bought a house from Pulte Homes back in the Mid 80's I was told the "Sales Building" near Tower Road would be used as a community center after the development was sold out. Was this not true? or Why do we need a 2nd community center?

Could an GVRMD official state the pertinent facts . Is there not a fiduciary / moral responsibility to inform tax payers of how our money is being used? Is it true the community Center will not cost the GVR metro district any money? If so why don't folks want it? I have been assuming that there will be a cost to the tax payers to pay for the community center. From reading below perhaps I am wrong? I live a thousand miles away I cannot attend meetings to see how you are spending the tax dollars I work so hard for. Please inform us better through your web sites and newsletters and blogs such as this. Thanks from a GVRMD Tax Payer

Why can’t Churches, Schools and the Recreation Center be used as Community Centers? I pay lots of money for school taxes. Why can’t those buildings be used during off hours as a Community center? Naive but wanting to learn.

And as far as facts, nothing in Mr. Spratt's postings (Here or other places) contain no facts. They are works of fiction, being waged by a person whose agenda is not yet known. TJ and Joanne, CAN NOT go around and make decisions for the whole board, it's in the Minutes that actions they took - but that would require Mr. Spratt to READ, which he has demonstrated he can not do!

Gary, why do you call yourself "JD"? I guess I have to add the details that you left out; the old board of directors seemed unable to control the old President, TJ and his sidekick, Joanne, and they went around the area signing contracts for several firms of architects, builders, etc. without board approval. They also fired firms they had hired but didn't settle the accounts; so several million dollars may be lost in the lawsuits. TJ admits that he didn't read the one-sided contract he signed with General Steel; and his "friend" Joanne gave General Steel a "non-refundable" deposit of $150,000 after being informed by board legal counsel that General Steel had just settled for $4.5 million a consumer fraud case with the Colorado Attorney General.
