DCSO: No charges against driver who hit skater

Douglas County Sheriff's Office traffic investigators have concluded that no charges will be filed against a Highlands Ranch man who struck a 13-year-old skateboarder who darted out in front of his car on a dark street late on July 9.

On July 9 at around 10:30 p.m., deputies were dispatched to a car vs. pedestrian crash that occurred on Dad Clark Dr and Cobblestone St in Highlands Ranch. The vehicle which was driven by Ian Stuart Koch, 23, of Highlands Ranch, was heading westbound on Dad Clark Dr when the 13-year-old male apparently darted out in front of the car and neither had seen each other until it was too late.

Investigators have concluded that Koch was driving under the posted speed limit and there was no evidence of drugs or alcohol.

The teen was transported to Littleton Adventist Hospital where he was pronounced dead at 11:15 p.m. July 10. The 13-year-old has been identified as Riley Frazel, from California, who was in Colorado visiting family members in Littleton.

The Douglas County Coroners Office has stated that Frazel died from head and internal injuries.
