The biggest issues facing Louisville now: The use of Urban Renewal in Louisville is a gross mis-use ofa program designed to fast track redevelopment in crime-ridden slums of the inner city. Passing 2A to transfer the extraordinary powers of the LRC to our duly elected representatives is a must. The opponents of this initiative under Chuck Sisk, the current Mayor, claim that the LRC with its extraordinary powers is currently under the control of the City Council. If this is the case,
Chuck Sisk, who is the chairman of the LRC, is in direct violation of the City Charter Section 3-3-f and should resign immediately as Mayor or Chairman. His response is that the LRC is an autonomous body under control of State statutes.
Which is it then? Truth be known the only connection now between the City Council and the LRC is a flimsy Cooperation agreement: This tenuous agreement can be terminated at any time by a vote of 4 members of either body. Further scrutiny of this document reveals it is signed by two people and the signatures are the same: Chuck Sisk. This should bother everyone. Couple this with the fact that Chairman Chuck Sisk has appointed his cronies and even one individual that after becoming a commission member has purchased property in the blighted area (a flagrant violation of the public trust). All these members including Chuck Sisk are not accountable to the People since they are autonomous and not elected. Giving an unelected body access to public funds is a disaster. At a recent meeting of the LRC they discussed using public funds to combat the passing of 2A. When opposing the formation of an Open Space advisory board, Chuck Sisk told the
Louisville Times:
"I don't see how Council can abrogate their responsibility and give their responsibility to a (non-elected) board. Council is the one vested with the responsibility of making decisions based on the best interests of the citizens who elect it. I don't see how we can abrogate that." ("Open land standards?",
Louisville Times, Dec. 22, 1999). Apparently he has changed his mind now that he is chairman of an unelected body that has access to 77 million dollars of taxpayer money. Council person
Don Brown, who is term-limited, has asked the Council for a resolution against 2A; he has also used the scare tactic that passing 2A would have unforeseen consequences. This non-statement to induce fear is ridiculous since everything we have ever done or will do has unforeseen consequences. The Council majority's own decision to give the LRC independent power has its own unforeseen consequences: allowing unelected persons to hold significant power and control over taxpayer monies. Fear of "unforeseen consequences" would paralyze any action!
My predictions: If 2A passes the development of the urban renewal area will proceed with due process, methodically with ample public input and regard for citizens involved. If 2A does not pass Don Brown will become a commissioner when his term in office expires, there will be severe abuses of individual private property rights, eminent domain will be used and the land handed over to developers. The same Developers and large retail units will be subsidized using Tax Increment Financing (public funds). The result will be unfair competition with our downtown business. All while the City Council cow=tows since any objection would precipitate termination of the Co-operation agreement and any input.
Why I am running:
No 1. TO DEFEND THE CONSTITUTION AND THE CITY CHARTER:
This the oath that every elected official in the City of Louisville must make before taking office. Currently the Mayor Chuck Sisk unethicaly holds both the office of Mayor and Chairman of the Louisville Revitalization Commission. This is direct violation of the City Charter Section 3-3-f if you consider the Louisville Revitilization Commission in any way form or fashion connected with the City of Louisville which states no elected official can hold office and also be on a board or commission of the city. My Election as Mayor would rectify this immediately.
No 2. TO UPHOLD THE PUBLIC TRUST:
This is crucial for the government to operate. Currently the administration of Chuck Sisk has eroded Public Trust to the point that a citizens had need to petition an Open Government amendment. Chuck Sisk opposed this and despite an overwhelming passage by WE THE PEOPLE has failed to implement all the aspects in that amendment. Furthermore, open and full disclosure has not taken place in many city issues. To date no real explanation has been given for the removal of the recent City Manager Bill Simmons and the subsequent hiring process of the new City Manager had zero public involvement. Open government and ample public involvement is key to a government of WE THE PEOPLE. As Mayor I will insure Public involvement and open and full disclosure of all government activities as they apply to the people.
No 3. TO PROTECT INDIVIDUAL RIGHTS:
This is the true purpose of government. Although we have a Democracy of majority rule we are fortunate to be in a Republic which uses representatives to formulate and vote for their constituents. The wonderful thing about our Republic is its Constitution which puts limits on what the majority can do and protects individuals or small groups from the tyranny of the majority. These things are called rights. Communities do not have rights, Communities are made up of individuals that have rights. Included in these are private property rights. We must never subordinate our freedoms, our liberty, our rights, to fear real or imagined be it terrorist or global warming. Individuals should not be forced into ruin or loss by the will of special interest groups with severe control issues that want to impose their ideals on land they do not own. A good example is the Hoyle property in which this family has suffered 7 years of litigation and stress due to the imposition of government regulation though well meaning.
I will dedicate myself as Mayor to the protection of each individual using the Constitution as the true law of the Land. This is of major importance since the inception of the Louisville Revitalization Commission whose mis use of the Urban Renewal Program will have profound impact on Individuals in the so called "Blight Area."
Another cherished right of our people is freedom of speech. Chuck Sisk by his actions and inaction has attempted to rid our community of Public Access Television. Inaction by not standing up to Comcast in retaining the same requirements for providing Public Access Television in exchange for use of the Public Right of Way in the new franchise agreement. His actions of reducing the allocation of PEG fees for Public Access Television and giving the money to the Government Channel for use in remodeling the City Counsel chambers. This has made the survival of free speech for any citizen via Public Access Television in jeopardy. This must also be remedied
