Extreme seat belt intrusion bill

The Colorado House has passed HB 1125 Seat Belt Legislation and has sent it on to the Senate. They have

portrayed this as being needed legislation, but the facts show how extremist it is, for example:

Legislation would save approximately 17 lives per year for children under age of 16 (AAA Encompass

Jan/Feb 2006). Considering that the population of children under 16 is approximately 1,047,075 (based

on Census data). Therefore, this legislation is aimed at saving a whopping 16 ten thousandths of 1%.

Legislation would save approximately 34 lives per year for those over 16 (same data sources). Once

again this legislation would save an equally unimpressive 10 ten thousandths of 1%.

Legislation would save approximately $154 million annually. Considering that according to State data

that our Gross State Product is $187.2 Billion this once again will impact only 8 one hundredths of 1

percent of our Gross State Product.

Therefore this legislation will not directly impact 99.9984% of youth under 16; 99.9990% of the

population over 16, and 99.92% of our gross state product.

These statistics do not lie, this is radical extremist legislation aimed at saving only a tiny fraction

of our population and economy.

What then is its true aim? First they want an extra $12 million from the Federal Highway Fund. But rest

assured this is once again a tiny portion of the true goal. It is really a stealth revenue bill aimed

at enriching the coffers of the various cities and counties that will collect the new traffic fines.

Further, as it is currently written, this bill does not include a medical exemption waiver. This lack

of a reasonable accommodation as required by the Americans With Disabilities Act (ADA) will open up the

State and Cities to potential class action lawsuits.

Finally, this is one more intrusion of big government into the lives of all Colorado citizens. It will

give greatly enhanced powers to various Law Enforcement agencies to pull over citizens who are not

imposing any danger to other drivers on the road. That's right, nowhere in all of the supporting

information for this bill is there any indication that it will prevent injury to other drivers.

Please contact your Colorado Senators and let them no that you do not support this extremist

legislation. Also, please consider other auto clubs before renewing with AAA. This organization has

long since left its primary goal of helping motorists in need of emergency help.
