Sound Off: South Jefferson County Community Plan

Jefferson County residents can have confidence in the manner in which the county will develop, for the next five or ten years, at least. That's the premise, and virtual promise embodied in the South Jefferson County Community Plan, the fourth issue of which was approved in 2007.
Based on the 1995 issue of the plan, all elements were evaluated in a 2004-2005 review involving at least 174 citizens, 20 agencies and Jeffco staff members. The county put out a call for participation, and the community responded, logging thousands of hours in attendance at 38 meetings and in research. The plan provides policy recommendations to the Jeffco planning staff and to the commissioners. Because circumstances constantly change, the plan also provides four specific requirements to be met before any exception may be approved.
Now, the Jeffco Planning Commission has evaluated and forwarded a rezoning application which grossly exceeds the specifications of the plan and which doesn't even attempt to meet the requirements for an exception. On April 3rd, the Jefferson County Commissioners will have the opportunity to accept or deny the CCU/Lyons Ridge application. Minor modifications cannot bring the application into conformance with the Community Plan.
The Community Plan is an excellent product of the combined resources of the county and its interest citizens. Its scope reaches from Morrison and U.S. 285 down to the bottom of Chatfield State Recreation Area. Jeffco citizens worked hard to make this plan the best that it could be. County Commissioners' approval of a major rezoning that does not conform to the plan's requirements would invalidate both the plan and the coordinated, transparent process that the county set up for the express purpose of avoiding such unanticipated developments.
