Blog Entry 54 of 55 Northglenn Revealed
The City of Northglenn has a unique character for the North Metro Area. It seems it is always out of step with the neighbors. Sometimes ahead and sometimes not. I hope my efforts and some meaningful dialog will keep the community stable, secure and an asset to the area.

Northglenn Council intervenes in software purchase

At the meeting of March 13th, the City Council unanimously agreed to partially restart the selection process for new financial software. While not all members agreed, the action was taken in order to address an alleged conflict in the selection process and a disagreement over the age of the software architecture.

The company recommended by the staff, Springbrook Software of Portland Oregon, was challenged by several members of the Council, including myself, due to the outdated eighties software platform and the lack of city clients in the State except for Fruita. Springbrook's software uses ".net" or what is commonly called client server based architecture.

This means a copy of the programs must be physically present on every desk top running the applications. They try to overcome this limitation by introducing "thin-clients" using terminal servers or Citrix servers. The city spent close to $250,000 trying to implement a thin-client solution previously but the strategy was abandoned in December of 2005.

The software company that was not carried through the entire process by the staff, Innoprise Software, Inc. of Broomfield's package runs on Java (J2EE), which is the latest and greatest thing in client server software. They also use My-SQL as their database engine. Both of these technologies are state of the art. My-SQL is open source and that could save the city a considerable amount of money.

Neighboring Cities using Innoprise software include: Broomfield, Louisville, Lone Tree, Greenwood Village, Loveland, Littleton, and Erie. Cities seriously considering some Innoprise software besides the Northglenn Council include Brighton, Lakewood, Englewood, Sheridan, Greeley and Cheyenne, WY.

The top three software companies were contacted to participate in additional demos this last week. Springbrook declined in as much as they have appeared before the Council on two occasions. Munis/Tyler declined. Innoprise accepted. Arrangements are being made for a demo at the present time. The software purchased will be expected to serve the City for ten years. With a total cost of over half of a million dollars, we need to get it right.

Chris, Forgive me for assuming you were in “attack dog” mode. I knew your father well. He was a man of impeccable character. Obviously the branch in you hasn’t fallen far from his tree. I should have known better. It seems in this city whenever you disagree with our Mayor the attack dogs are let loose. Just check out the comments following my posting on www.yourhub.com/northglenn from 27-March-2008. The Mayor denies any involvement with these attacks but they only seem to occur following disagreements with her or her two cronies on the council. That is quite a coincident don’t you think?

Thank you for your response Tom. There was no disrespect intended by my question and I'm sorry if it appears that way. I just feel that if someone is cited as an expert their qualifications need to be presented too and this blog didn't include them. From your response you are more than qualified to make a recommendation. Thanks again for your response.

Chris, On the off chance you are truly interested in my qualifications and not just wishing to attack the messenger rather than address the message I would be happy to give you what you seek. I have an undergraduate degree in Business Administration, Accounting. I received a Master’s Degree in Technology Management in 2003. My Master’s thesis topic was “Improving The Rate Of Return On Information Technology Investments In Government”. I have over thirty years of experience working in accounting, auditing, consulting and information technology. Most of that experience has been in governmental organizations. I worked 17 years for the City of Northglenn most of that time in the Information Technology division. I lead the effort to purchase the last two financial systems purchased by the City of Northglenn. I am presently working for a large governmental organization as a software developer on their financial systems.

I just have a quick question, you acknowleged the expertise of Tom Pond in your blog. What are his qualifications to evaluate this software? Does he has a degree or some kind of certification in software design or computer science?
