I rise to speak against the motion. I have no fault to find with those who proposed it, it is their privilege.

Personally, I can never endorse or encourage such action.

If the motion has any merit at all, DISADVANTAGES far out-weigh any points in its favor.

Its defeat will be a blessing.

I trust the motion will not be adopted.

We encourage City officials to more vigorously improve enforcement of codes and ordinances in neighborhoods. And preserve the rights of citizens to have legal representation at hearings if they choose.

If a question of order is raised, it must be raised promptly at the time the breach occurs. Because, after debate on a motion has begun - no matter how clearly out-of-order the motion may be - a point of order is too late.
