Is it proper for Mayors & chairmen to participate?

Q: Is it proper that our Chairman - Mayor debates items of business and also votes?

I realize that Mayors are very dynamic politicians and contribute innumerably to the future of our cities of Thornton and Northglenn, but when I witness their meetings, I feel THEY are the star actors in this political theater. What does Parliamentary Procedure say?

I believe that the Chairman - Mayor should not debate but maintain arms length distance from discussion. The main duty of the Chairman - Mayor during a meeting is to facilitate the meeting. The President should only if the vote will make a difference. If the vote is of no great consequence, the Chairman - Mayor should be reluctant to vote even then. “It is good practice for Chairman - Mayor to maintain a neutral position during meetings at which they preside.
