If the neighborhood has buildings which qualify for placement on the National Historic Register, the developer will have to comply with a governmental certification process. If the neighborhood contains a building which is already on the National Historic Register the developer will be prevented from demolition or renovation without approval from the State's Historic Trust. These historic trusts are greatly influenced by local preservation groups and the Department of the Interior's National Park Service and the demolition of one of THESE BUILDINGS is usually prohibited.
If the developer wants a building located in the neighborhood to be placed on the National Historic Register, he will have to work closely with the State's Historical Trust in submitting an application. Reasons for having a building placed on the National Register are twofold: One is to protect the structure from demolition, while the other is to take advantage of the investment tax credits derived from the costs of the developers renovation per the Tax Reform Act. The process of certification for the use of tax credits involves 3 steps:
#1. An
evaluation
of its significance including a detailed description of the building's history and outstanding architectural features.
#2.
Description
of the rehabilitation which is proposed, giving detailed explanation of the renovation including how the exterior materials will be finished. Detailed descriptions must be provided along with photographs, specifications, and construction documentation. This should be approved prior to construction. If the building is "ON" Historic Register, it must be approved PRIOR to receiving any local building permit.
#3.
Final certification
of the rehabilitation, which is final approval by local and national agencies that the project has been completed as agreed. This will normally require explanations about items in question, final inspections, and photographs.

It makes me wonder about some of those farm houses that that developer wanted to demo so he could build his Toll Freeway out east. I wonder if those folks could have stopped him with the Historic register. Sarge
