Many decision makers tend to avoid conflict, fearing it will bog down the decision making process and degenerate into personal attacks. However, conflict is a natural feature where reasonable Commissioners will often diverge in their assessment of how a project will develop. Conflict stimulates innovative thinking, creates a fuller understanding of options, and improves decision effectiveness. Without conflict, Commissioners often overlook key elements of a decision and miss opportunities to question assumptions.
Planning is where teams systematically consider strategic decisions in light of several possible futures, and role playing, where Commissioners might advocate alternatives that they may or may not favor, and play the role of their competitor. Debate is encouraged when a broad range of alternatives are presented for discussion.
Rather than a sameness in thinking, a common goal suggests that Commissioners have a shared vision of where they want to be, and who their competitors are. A balanced power structure is in which each Commissioner would have a clear responsibility.
In society, sometimes a person's life role "spills-over" into roles at the Commission. A Commissioner whose performance "pleases" some within the organization, while displeasing others experiences conflict. High risk takers may actually seek out danger, rather than trying to avoid it. Impulsive individuals fail to think through the consequences of their actions. Rebellious individuals tend to break established Rules of Order.
Many organization now use personality test to screen out bad Executives. One part of the test measures the degrees to which individuals perceive a connection between their own behavior and its consequences. New commissioners are trained to be SAFE and PROPER. They learn how to perform and training is not very specific. Because Commissioners who "don't know better" often engage Communism loving behaviors, rather than our freedom loving American republican values.
We need to determine whether Rules of Order, procedures, and operating instructions are being followed.
