Bureaucracy corrodes citizenship and is about process and routine. Debate and leadership are in danger of flipping back and forth between unquestioning bureaucratic process and a demagoguery. Fostering leadership and citizenship require cultivation of intellectual and moral faculties. The activity of a political leader should safeguard bodily health, wealth, truth, and virtue; and perform these activities for the welfare of the City of Northglenn as a whole.
Group Norms are standards and rules of procedure that govern behavior within the group. Once established, norms retain their influence for a substantial period of time.
Certainly a deviant procedure needs to be changed. Once acceptable standards become outdated and need to be changed. One suggestion, rotation of the group membership. In this way, members whose behavior is entrenched in the unattractive norm are removed, and new members who can be trained in the desirable procedure are added. However, it is impractical or impossible to remove established members, and there may be the drawback with the exchange of experience with novice.
Other strategies are to demonstrate the fallibility of these informal procedures; provide incentives for adherence to the Parliamentary procedures; and punishing those who follow the old procedures.
Groups who desire change will often need to solicit outside parliamentarian to assist with development of the new standards. Leaders need to remember that the procedures of the smaller group need to correspond to the procedures of the larger group which it is embedded.
Formal procedures, because they are recorded, are easy to translate and transmit. This new information needs to be provided to new members and clarify ambiguities. This is best done through a new member orientation.

Leaders need not hold office to gain influence. Their influence is based on their ability to draw followers, influence their behaviors, and persuade others.

Student reports of the work they are doing over the life of their projects are of great benefit to both students and the adults in the community. Students present useful information and are treated respectfully; adults see students in a new way - as responsible, contributing members of the Community.

The robust pioneer individualism are in the things of the mind and spirit no less than in invention and production of wealth. A system which leaves no scope for self-assertive individuality is doomed for stagnation. Humanity has shown a unique power to throw off FREAKS, rebels, and original characters who refuse to keep step. There is hardly any limit to the power of self-deception. Anecdotes grow, not only in passing mouth to mouth to mouth, but in the mind of the narrator. People enjoy telling them, and gradually comes to believe that they have seen these conjuring hallucinations. Politeness forbids the expression of the total incredulity, which might provoke the awkward question, “Do you take me for a fool or a liar?” The truthful answer, “A little of both.”
