Communities everywhere deal with the problem of social order. As people in a society establish social norms they define behavior as either acceptable or unacceptable, they must also determine what sanctions (rewards or punishments) will be used to enforce those norms.

Informal sanctions such as "pats on the back" by teachers or "scoldings" from parents are very powerful examples of how society encourages and discourages behavior. But informal sanctions are seldom sufficient, and society must turn to more formal ones.

A country's legal system is a primary means of establishing formal sanctions. There are accepted standards for suitable behavior and agreed-upon consequences for misbehavior.

At breach in fence between the Northglenn Historical Stonehocker Farm, 2 teen age boys on Motorcross dirtbikes(one red & one green w/ #815) ride through Open Space trail, through the creek, through the opening in the fence, onto Thornton's Recreation Ponds contruction project. They rode up, confronted me as I was reporting to Neighborhood Services on my cell phone, said they "ain't doin' no harm, if they couldn't ride their bikes they would "drink & drive or write graffiti all over". I told them they were experiencing "deviant behavior." At which point they rode toward Fox Run HOA. Clearly, a sign that the broken fence draws the delinquent element. Shame!
