Comprehensive Planning Issues

Planning is the profession that looks intensively and extensively into the internal workings of the City, but also the external factors that affect its operations. The planning process never contends that it holds all the answers. It does emphasize the importance of selecting elements of consideration that most represent the function, and future, for the City. It is especially true for those elements that shape the long-range future. There is a need to think in probabilities. There is no certainty just relative uncertainty.

A plan is successful if its end product serves the intended purpose, it is completed on schedule, and it requires no more resources than were estimated and allocated at the beginning. Care must be exercised when costs and time of completion are deliberately underestimated. There is also a troublesome habit of overstating costs and budget requests to compensate for routine reduction in funds.

Plans can be evaluated by the products they produce. Complex architectural and engineering plans are more likely to be carried out as formulated, as demonstrated by examples throughout history.

Project plans are enormously diverse. Some, short-term, modest, utilizing few resources. Others, long-term, ambitious, requiring a substantial share of the discretionary resources available. They may involve a single function, or all of the primary elements of the City. They may call for a simple program, or an intricate sequence of steps necessary to attain the desired results.

The conscious intentions and actions of humans represents Planning. Trends may not be apparent, decisions have not yet been reached, and circumstances have not yet been crystallized.

We need to look where we are going, and see a VISION for the FUTURE.
