At the Planning Commission meeting, staff will present an oral report and recommendation which will be followed by the application's presentation and then by any interested persons who may wish to comment on the application. Questions from the public should be directed to chairperson, not the applicant. The applicant is not open to cross examination.
The Planning Commission may then close the public hearing and make a decision approving, conditionally approving or denying the application; or keep the public hearing open and continue it to a specified time, date, and place.
Once a determination is reached, a resolution will be prepared which states the decision and any conditions to be met.
The chairperson should set the tone of the hearing, keeps the discussion on track, encourages fairness, moderate discussions, and helps direct testimony to the issues at hand.
The chairperson will usually:
OPEN THE MEETING
* Explain why the meeting is being held
* Review the agenda and note any changes thereto.
* Review the procedures, rules and time limits to be in effect.
MODERATE DISCUSSION
* Describe, or ask staff to describe, the item to be discussed.
* Ask the speakers to identify themselves and take turns when giving testimony
* Ask speakers to limit themselves to new testimony.
* Ask that Commissioners WAIT to be recognized prior to speaking.
* Intervene when necessary to prevent more than one speaker from talking at one time.
* Ask staff for information or clarification, as necessary.
* Intervene when speakers ramble or get away from the issues.
* Close the meeting to testimony prior to deliberations.
LEAD DELIBERATIONS
* When a motion is proposed, make sure that it is stated understandably and in full before a vote is taken.
* Summarize the issues.
* Ask for input from the commission as a whole.
* Ask for more information from staff if necessary.
* When Commissioners disagree, assist them in expressing their various concerns.
* Encourage the Commissioners to make timely decisions.
* Make sure that findings are adopted when required.

The sins of WASTE, failure, EVIL, bureaucracy, rationalizing, alienation, doing-to-little, mistaken intentions, are fully present in big programs, plans, and decisions. Our task is to develop a MORAL POLITIC that allows us to understand when we are doing GOOD, in a world that is becoming with sin and evil, yet seems to move along quite nicely.”
