Turn-over on the Commission

Turn-over is a reason of the problem of inept Commission chairpersons. Commissioners learn how to chair a meeting by practice over a period of time. If they haven't developed the skills of presiding before they become commissioners, they may not serve as committee chairman long enough to learn how to plan a meeting, how to keep discussion pertinent, how to control compulsive talkers, how to utilize staff services effectively, and how to make procedural rules serve the seemingly contradictory purposes of expediting action while maintaining the principles of majority rule and minority rights.

The expertise in any subject matter is a function of the committee membership, rather than the committee leadership. One may have knowledge about policy problems without having the experience of serving as Chairman. Many do not know what to expect of staff services. Sometimes staff expertise is not utilized as committees deliberate in ignorance of available information.

Often hearing one such meeting conducted, and those appearing to testifyare not questioned intensively or carefully, an omission that might be remedied in part by staff assistance.

Repent, for the Kingdom of Heaven is at hand.” Being a person who is aware that things must change in our lives if we want things to be better than we are. Nicodemus could have accomplished little with his life if he had not sought out Jesus. The people of the village could have grown only minimally unless they were willing to help rid themselves of the traditions that prevailed over their lives. Help us be people who want to be helped, by You, your Son, and your Spirit.

"I believe that, in general, women are saner than men. For example: If you see people who have paid good money to stand in an outdoor stadium on a freezing December day wearing nothing on the upper halves of their bodies except rugby jerseys, those people will be male. Also, if women were in charge of all the world's nations there would be virtually no military conflicts, and when there were a military conflict, everybody involved would feel just awful and there would soon be a high-level exchange of thoughtful notes written on greeting cards with flowers on the front, followed by a Peace Luncheon.

To what extent must “unworthy” speech be protected in order to insure that truly “worthy” speech will be preserved?
