Areas of change and areas of stability

Preservation and revitalization of neighborhoods was a prevailing concern throughout the planning process. The need to direct and manage the location, type and intensity of future development to bring about wanted change was balanced by an equal desire to maintain those areas of the city with an established character.

Areas of Stability and Areas of Change have divergent perspectives and a symbiotic relationship. Each area in the city occupies a place on a continuum from change to stability, and its location on the continuum may change over time.

Areas of Stability include the vast majority of Northglenn and are primarily the stable residential neighborhoods where minimal change is expected during the next 20 years. The goal is to maintain the character of these area yet accommodate some new development and redevelopment to prevent stagnation. Some Areas of Stability mainly need public infrastructure, additional services or investment in housing to maintain and improve quality of life. Others need development and design standards to maintain their character. Meanwhile, the vast majority of new development will be funneled to areas that will benefit from and thrive on an infusion of population, activity, and investment.

These places are Areas of Change. In these areas, the Planning Commission promotes reuse, redevelopment and greater sustainability by bringing development close to existing and planned transit and improving Northglenn's transportation system.

A combination of partnership, public infrastructure, and regulation should be employed in Areas of Stability and Change to achieve desired outcomes.

Minor errors may not matter. And even MAJOR MISTAKES need not be probative - if you don’t REPEAT them.
