Planning of Health Care Facilities

A Health Facility Planning Agency emphasize the physical aspects of building hospitals and clinics where they are most needed. Organizational changes of medical field has changed the pattern of medical care. Technical advances has made many existing facilities obsolete. Many current Hospitals are septic with iatrogenic nosocomial diseases; and must be gutted and disinfected. They are incubators for Staph and Pseudomonas. On an area wide basis; in the present, we should research, study and measure the PRESENT and FUTURE needs for such facilities; the public and health practitioners need to be kept informed and proposals for new facilities be reviewed. These agencies will determine and project needs for interrelated services and facilities, improve cooperation with governmental and private planning agencies.

A City Planning agency can help health planning agencies draft location and site development standards for distribution of hospitals, nursing homes, and clinics. It can review specific sites and make comments on their suitability relative to the Zoning Ordinance and make recommendations accordingly.

For example, many Suburban Cities, "zone-against" some types of health facilities and force them to locate in undesirable, or unsuitable parts of the community. Other kinds of changes in relation to permitted intensity of development, required off-street parking, and the development of health facilities systems.

A Health Facilities Plan can be included in the Comprehensive Plan. Such actions inform the Council members about citizen systems of facilities that influence development decisions. As with educational and cultural institutions, the Health Facility, can play an important role in urban renewal. Their capital expenditures in an urban renewal area may be considered local contribution and by providing employment in ancillary facilities such as SCHOOLS, nursing, doctors' offices, labs, and elder care facilities. Future city planning documents may include chapters on health facilities.

The time has come for a new emancipation, a great drive to tear down economic barriers and liberate the SPIRIT of ENTERPRISE. My friends, together we can do this, and do it we must, so help me GOD. From new freedoms spring new opportunities in technology, literature, music, and the values of faith, courage and love. One people under God, dedicated to the dream of freedom that He has placed in the human heart a dream to a waiting and hopeful world. As long as I hold this office, I promise that I will serve all citizens and will work to promote the unity of our great city. And working together, we will secure the blessings of liberty, not only for ourselves, but for generations of Northglennians to come.
