We must stay true to basic Northglenn values; living within our means. In the early 2000s, excessive spending exploded and we are still cleaning up. We need to cut even more, size and cost of government, eliminate overhead, balance budgets, and cut any deficits. We have more work to do.
Budgets make tough choices, and takes steps to put our City in the path of Financial Responsibility. We should work on behalf of middle class families, from producing our own, clean affordable community that is creating new jobs.
Interviews with citizens give feedbacks to the commissioners and councilmen. The discussion groups should be led by a group facilitator who takes notes while the citizens respond to broad questions. The groups will make suggestions regarding ways the City can improve itself. The facilitator prepares a summary of the citizens anonymous comments and discusses the comments with the council, and shares these ideas about strategies for change. We would record the will of the people. Each comment is presented in a weekly oratory. "What do you like about this city?"
A new era of possibility awaits us, one full of promise and prosperity if we invest in our children, and children's children, and opportunities worthy of their future. It can only happen if we stand together in causes that serve a greater interest. "A people in pursuit of the common goal, united by common bonds of our humanity. Our work is before us. It cannot be passed to the future Councils, and must not be passed to future generations.
New businesses and entrepreneurs of tomorrow take root in Northglenn, today. We will give our companies the ability to unlock hundreds of millions of dollars of Federal funds. And, we will, turn those groundbreaking ideas into WORLD BEATING products, spinning off jobs from sales to construction, from engineering to transportation, workers wearing everything from blue collars to lab coats to white collars to suit coats to "no-collar."
These are serious challenges facing our City. Are we well suited to face these challenges and capitalize on the opportunities? We start with some tremendous advantages: A resilient spirit; a strong work ethic; a shared belief in the power of education; a diverse and growing economy; and citizens from every corner who believe in something greater than themselves.
Many land restructuring projects plan to rationalize locations and layouts within settlements and improve dwellings and living conditions. Renovation of villages is regarded as essential to any land consolidation project. Since the goal is to aid in land Use, it is only logical to accompany this with renewal, reorganization and possible relocation of dwellings and working spaces so the land can function more efficiently.
Opportunities to establish policy to improve City structures and facilities for all village residents not merely concerned with reshaping land use but also enhancing community life and conserving the intrinsic and aesthetic character of our suburban settlement. Planners recognize the need for proposals to be cautiously advanced and sensitively prepared.
Orderly building development, the protection of the environment, the preservation of architectural and historic interest, recreational uses, management of water resources, public transportation, part-time gardening, and the form and appearance of the City and landscape are all items to be taken into interest.
Renovation projects can improve the living and working conditions and environmental quality by making good any deficiencies in functions of buildings especially in the old village center. We should preserve the regional identity of building materials and find new appropriate uses. We need to interpret leisure and recreation in regards to the needs of the City of Northglenn.
Given this diversity of designations, it is not surprising that conflicts and friction between land users will rise, or the effectiveness of legislating protective policies. Many issues come through land-use conversion, the development of NEW FUNCTIONS, or INTENSIFICATION of existing activities.
The ZONING approach does not remove all conflict but it does reduce pressure on protected sites and in addition, it provides a framework within which additional facilities can be planned for a popular and highly valued suburban landscape.
In the event there is a "ready market" for the finished lots at comparable prices, the developer tends to make profit due to the importance of adding value to low cost land and turning it into a finished lot.
At the same time, it is felt that firm, clearly stated public policy declarations in the form of strict criteria for zoning changes, capital improvement programs which have the commitment of local government decision makers, and long range comprehensive plans which are realistic and have wide public support will remove a considerable element of uncertainty from the developer's land purchase decisions and tend to induce a more rational development pattern and sequence.
The information and judgments are weighed against goals and alternatives as they modify during the process and the option to purchase is exercised, extended, or DROPPED. Because of the preliminary option choice, and the effort already expended will give a strong inclination to exercise the option. The developer may flatly reject further considerations of the property. He may examine his preliminary evaluations of revenues and improvement costs of lighting, signs, utilities, and storm drainage, legal, financial, engineering, design services, cost of money, taxes, and overhead costs. Or, he may negotiate for a lower price and examine his goals and alternatives with the project and bringing them in line with the outcome.
While a goal may be to create homes and business that people will reside, work, take their slice of American pie; the American dream. Ultimately, it has to be a "Win - Win" for Developers, Builders, Creditors, Workers, Homeowners, and Community.

We need to continually ask ourselves what we want and what do we see for our future. Success begins with simple questions such as these. Focusing, exploring, as assessing, and responding. Let us focus on what we want and this will help us develope clarity and discover possible resistance and pot-holes on our road to success. People will charge ahead in on their own agendas. Before they take the time to pause and get imput and ideas. Some of them have never taken the time to look at what is really wanted in the City. As a leader, most of what I do to get people to change is to listen and seek to understand. When change is necessary, I expect resistance and fear associated with the changes needed to achieve goals. The good news is that we can turn fear into a positive energizing force for success. Follow our plan, take action; we will make it fun. We will be unique - and reach high!
