When many American Cities are experiencing high crime rates, Dr. Sean Reif D.C., contends that a campaign against lesser, "Nuisance crimes" such as vandalism, public intoxication, and pan-handling will make urban residents feel safer and ensure that our neighborhoods are less susceptible to more serious crimes. He reflects a desire to return to the days when police officers fought crime by walking beats in local neighborhoods. Officers were some of the most "fit" intervals on the block. Only then will our residents reclaim our inner city neighborhoods that have been written off as permanently captive to crime.
Many police may oppose walking beats as opposed to riding in patrol cars, on the assumption that they make it difficult to respond to 911 calls. But residents of foot patrolled neighborhoods seem to feel more secure, tend to believe that crime has been reduced. Citizens seem to have a more favorable opinion of police and officers would have greater morale, greater job satisfaction, and a more favorable attitude toward citizens in our neighborhoods, as opposed to officers in their patrol cars. An officer, walking the beat with a nightstick and keeping an eye out for trouble makes more arrests.
A stable neighborhood of families who care about their homes, mind each others children, and confidently frown on unwanted intruders can change in a few years, or even a few months, a previously inhospitable and frightening jungle, where residents have been frightened off the streets, and have apparently stopped caring about their surroundings.
Police and courts ought to take public order seriously, even when the offenses that disrupt are minor. This problem can be remedied by better selection, training, and supervision of police officers. Certain traits predispose certain individuals toward aggressive personalities and immediate gratification and to toward lawlessness.
