PWSD and private elections


While collecting signatures for the Parker Water and Sewer District [PWSD] recall petition one of the most frequent comments heard was, "I didn't know it is an elected board!"

A lot of people assume that the PWSD Board was appointed by and/or PWSD was a sub department of Parker. Many people do not understand that the Parker Water and Sanitation District is an entity separate from the town of Parker. While their boundaries generally overlap, there are parts of both that are not in the other and the history of both has crossed paths in various ways in the past.

I believe that a lot of this misunderstanding has come from PWSD holding their elections quietly in May where the District was able to strongly influence the candidate selection. I have been told that in last May's election fewer than 500 people voted with about 280 votes required to win. Sources also say that one person bussed half of the winning vote total from an old folk's home to influence the election. Whether the later is true or not a similar scheme could easily be employed to control the board make-up.

With 22,000 registered electors in the district, it is not appropriate to hold "private", controlled elections for positions that hold so much permanent, long range impact on the value of our homes and businesses.

With more than half of the district now opting for permanent mail in ballots, one board member has written in the Chronicle that this May's Board election for two seats will cost $50,000.

This comment speaks in multiple ways to the underlying motivation for the recall:

1) The current PWSD Board still is thinking in terms of the "Private" elections of the past.

2) The current PWSD Board has not explored the financial benefit of coordinated elections.

More importantly, this comment is consistent with a mindset displayed by this Board on many issues. It is a mindset that refuses to challenge the status quo and to think conservatively as they spend our money.

The time has come for the PWSD Board to take whatever action is necessary to move Parker Water and Sanitation District elections to the November coordinated election where costs are shared with others.

The December 15th Recall Election is by mail ballot to all 22,000 registered electors putting to rest the misunderstanding of who selects the PWSD Board of Directors.

Chronic public complainer KLOTZ embarrasses himself again and again. KLOTZ can't even say the correct name of the district (it’s not sewer). KLOTZ didn't take the time to vote in the Parker Water election. KLOTZ says that his opinion is more important than the citizens who voted. KLOTZ is a failed political operative; denied a junior local office by his political party. Sources say KLOTZ is close to arrest or indictment for criminal acts related to elections and/or malicious false reporting and may be sentenced to time in prison. Formal public hearings have already issued public judgment that the Klotz team "substantially misled" the public. The transcript of sworn testimony of the April 10 public hearing shows that the mayor's non-voting wife was shockingly ignorant and unable to answer simple direct questions. It cannot be determined from her testimony the degree to which she lied or was used as a tool by the KLOTZ cohort. DON'T FALL FOR THE RECALL --- AGAIN!

Mary, My point exactly. A Board that plans to go to Washington DC to lobby for a multi-billion dollar pipeline from Flaming Gorge to Parker surely has the connections at Colfax and Lincoln in Denver to to "take whatever action is necessary" and lobby for modification of CRS 32-1-805 so that elections can be held more efficiently with coordinated elections in November. However, such a move might not be consistent with this Board's objectives.

One of the very first actions of this currently seated board was to INCREASE the number of polling locations available for elections. It was a vote that had been taken up before you know. While members of the previously seated board, Ms. Spencer and Mr. Root both voted to increase polling locations in order to increase convenience to voters and increase participation in the District's election process. Their efforts were thwarted by the other board members seated at the time - members who are part of this Klotz campaign even now. The District does not call its own elections - they are governed under State law. Yes, there is a conspiracy people, but the PWSD Board isn't one of them. Another publication from Klotz that is full of misinformation. The General Assembly (CRS 32-1-805) determines the date of elections for water & sanitation districts, fire districts, library districts and school districts. Boards for 47 years have held elections consistent with that authorizing legislation. This election process is no different than every other water district in Douglas Count. Incidentally, the same legislation prevails for districts throughout the State of Colorado,and can hardly be considered a "private election". His unsubstantiated claim of bussing voters from an "old folk's home" is truly tasteless and shows to what lengths Klotz and his group will go to discredit the current board and the district. Klotz's false statements offer more evidence this recall election is led by a person who wants to play politics with our water. This recall election will cost Parker Water residents $50,000. VOTE "NO" ON THE RECALL AND THE WASTE OF MONEY.

From the Declaration of Independence; "...that whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it, and to institute a new government..." Recalls are not pleasant things to happen and it takes alot for one to occur. This recall group, headed by Mr. Klotz, has taken a stance against the inconsistencies and arrogance of the current PWSD Board members. It is time to make the change and I applaud the bravery shown by Mr. Klotz and his organization. Vote on December 15th!
