Residents who are welcoming little beggars should have their porch light on, and children should visit only those homes that welcome trick-or-treaters.
Those who will welcome trick-or-treaters to their homes should remove obstructions in their yards that pose a hazard. Children should dress in costumes that do not obstruct their vision or movement; walk with adults or in groups, using sidewalks where possible; and do not eat any treats until they are inspected by an adult.
