Crosswalk at 130th and York a hazard to drivers

An accident waiting to happen is waiting for a driver to miss seeing a bicyclist dart out from the treed-path to the west of the crosswalk. I am aware of two incidents. One occurred when a driver stopped for a pedestian, and then started to drive through when all of a sudden an east-bound person on a bike rushed into the crosswalk to get through (causing the driver to brake quickly). Another incident occurred when a driver going south toward the crosswalk almost met up with a person on a bike who darted out from the treed path on the west-side, and suddenly appeared in view entering the driver's path (at the crosswalk). The driver slammed on the brakes to avoid hitting the bicycle.
The problem is that "some" folks using the east-west and west-east foot and bike path assume they have no responsibility for ensuring safety, and they assume that all drivers will be able to stop for them. It would only take a slight distraction for one driver to miss seeing a person on a bike in time to avoid an accident. I'm assuming that the ticket will be given to the driver because, afterall it is a crosswalk. Hopefully the city realizes that there are mitigating circumstances due to the lack-of-sight to the west. So, before an accident does occur, the city should mandate that all west-east bike traffic stop before crossing the crosswalk. This is necessary to ensure drivers see them in plenty of time to stop their vehicle.
Without some kind of change at this crosswalk, we are putting some people on bikes in harm's way, and creating a situation where any driver could be ticketed for something they have little or no control over. Please help remedy this hazardous situation for both the drivers of cars as well as those in a hurry on bicycles. Unfortunately when some folks are given the right-of-way, they take full advantage of their law-given rights.
