I have never understood the concept of "OUTSIDE-DOG".

Seeing a chained of penned "backyard dog" has always baffled me.

Why do people get a dog if to relegate him to a forgotten isolation.

Many seriously neglected. Lack of fresh, unfrozen water, adequate housing, hygiene, and basic veterinary care.

Days can go by; no food, no water; no human contact; conditions go unnoticed. As a community we can outlaw chaining.

Especially in the winter.
