Senior Police Officer Norm Haubert has been selected by Westminster Elks Lodge #2227 as the Westminster Police Department Officer of the Year. He received this award on March 18th at an annual dinner honoring local law enforcement officers and firefighters.

Officer Haubert joined the Westminster Police Department in 1999 and is currently assigned to the Patrol Division where he serves as a Field Training instructor, Taser instructor, and Officer Survival instructor. Officer Haubert has previously worked assignments on the Special Enforcement Team and the SWAT Team and is a past recipient of the Department's Distinguished Service Medal.

Officer Haubert was nominated for the Elks award based largely on his hard work on a day to day basis, and is also deserving of this nomination based on the responsibilities and extra duties he has volunteered to handle. Most notable of these is his coordination of the COPS (Citizens on Patrol) program. COPS consists of approximately 50 citizens who volunteer their time to assist the Westminster Police Department in a number of different ways including conducting discreet surveillance at identified locations, reporting criminal activity, and using radar in neighborhoods to make motorists aware of posted speed limits. This program is a valuable resource to the Westminster Police Department and to the citizens of the City.
